Batman got Freeze his suit and his freeze gun back and brought him the Penguin. Freeze got revenge by stepping on the Penguin's broken hand, only eased up when Batman told him to stop and locked the Penguin in one of his own display cases.
Batman asked for the cure, but Freeze explained that it was too unstable for use. Batman realized that he needed to get the restorative element the cure required: a sample of blood from Ra's al Ghul. After Batman recovered the blood sample, Freeze was able to complete the cure and quickly locked it away in his safe. Batman demanded the cure, but Freeze refused and destroyed one of the two vials of the cure.
He informed Batman that Joker had Nora and Freeze ordered Batman to bring Nora back to him, and launched a full-scale attack against Batman. Batman was able to defeat Freeze and smashed the protective dome around his head to punch him, but stopped after a Joker hallucination from his worsening health.
When Batman attempted to retrieve the cure, however, he discovered that Harley Quinn was able to break into the safe and stole the other vial. Batman pursued her, at the insistence of Freeze, and agreed to also look for Nora. Freeze later appeared at the warehouse where Batman appealed to him to quit the life of crime and to focus on his wife. Freeze, like many of the inmates of Arkham City, were freed when Hugo Strange's activities came to light. Four months after Arkham City's closure, Freeze again resurfaced to aid Riddler's scheme to antagonize the Batman.
At some point, Freeze was either released or managed to escape. Freeze eventually took Batman's advice to leave the criminal world and focus on his wife's cure, and set sail on her namesake ship. After months of work, Freeze was finally close to a cure, only a few days away.
Scarecrow , however, still wanted Freeze to help in his final assault on Gotham City , and wanted him to personally capture Batman. Freeze refused the offer, and chose instead, to focus on the cure. In retaliation, Scarecrow sent the Militia to kidnap Nora. In the attack, the ship's Cryo-Generator was damaged, and Victor was forced to stay on board and repair it rather than going after Nora and risk losing the cure.
When Batman arrived, Freeze pointed his new wrist freeze gun at Batman and blamed him for the Militia kidnapping his wife. Batman told Freeze to shoot him if he trusted them. Freeze stood down and begged for Batman's help, and, in the process, made it clear that he blamed him for his current crisis. Freeze gave Batman a device that could lead him to Nora's cryo-chamber before he returned to his work.
While Batman was out searching, Freeze continued his attempts to repair the generator before it could detonate until he was distracted by a call from Batman that alerted him that Nora was awake. In a panic, Victor left his station and inadvertently allowed the generator to reach critical mass. He was distressed to see wife out of her containment unit. He begged Batman to put her back in, while he worked on the cure. She cried saying, "Don't you see?
I don't need saving. The Militia took advantage of the newly frozen bay by launching a colossal assault of drones on the ship. Working together with Nora in tow, Batman and Freeze were able to slow the siege but were quickly overwhelmed. Freeze then had to make a choice: allow the generator to explode and take out the Militia, but lose his cure and all of his work in the process, or let himself and Nora be killed by the Militia then and there.
Victor detonated the generator at Nora's request, wiping out the drone strike. With the siege over and his life's work gone, Victor begged Nora to let him freeze her again so he could resume his search for a cure.
Nora explained that she would rather live out the rest of her days with Victor than be frozen for another decade, being unable to do anything but witness her husband's descent into villainy and madness. Victor realized that she was correct, agreed, and the two vowed to spend their few remaining days together.
Victor and Nora were last seen holding hands on the bow of the ship, and their time in Gotham was over. Although Freeze attempted desperately to bargain with Boyle to save Nora, Boyle taunted him with letting him live long enough to see her go before he beat him with a pipe that he broke off from his suit.
Breaking free of the ice, Batman managed to knock Boyle out, as well as told the former humanitarian to "take a seat" in disgust. After he restored power to Nora's capsule, Batman restored Freeze's suit, and also apologized to him for not giving him peace, and cited that he could, at least, give him justice.
Freeze then ended up arrested alongside Boyle and Penguin, although he was imprisoned at Gotham General on watch, due to his severe condition. In Arkham City, Freeze was ultimately negotiated into entering the anarchist prison that was built right in the heart of Gotham City by Professor Hugo Strange under the promise of being incarcerated with Nora.
Strange had taken Nora away from her previous location in order to entice Freeze to escape his holding cell within Arkham Asylum, but promised him the tools that he needed to cure her that were all arranged within the abandoned labs in the old GCPD Building at Amusement Mile.
In return, Freeze developed a near limitless supply of medical serums for Strange to use within his inhumane experiments in the prison facility to research additional means of dominating the human brain and control the minds of select inmates in order to transform them into the TYGER Guards, the security force that patrolled Arkham City.
Freeze then had his weapons confiscated, although not his suit, by the time that they reached Wonder Tower under Strange's orders. Strange commenced a meeting with Freeze due to their having "much in common," much to his TYGER Guard's hesitance, as they feared that he would still be dangerous as they didn't get a chance to remove his suit.
Freeze was then brought in, who preferred to stand, and demanded to know why Strange had brought him to the prison. Strange replied that he wanted to know why Freeze had developed such a "frosty outlook" on life, but Freeze, already resentful that Strange had captured him, refused to answer, cited how his own suit was dangerous even without his weapons, and threatened to freeze the bone marrow of his legs and leave him in a presumably painful state of paralysis.
Strange, however, smugly told Victor that he wouldn't risk that, and revealed the reason why he wouldn't was because he had Nora in his custody, and then proceeded to give a threat that he would arrange for her death if Freeze attempted to harm him. Freeze then demanded for Nora's location, though Strange danced away from the question and tried to ask about his childhood. Freeze reluctantly explained his past after Strange proceeded to call a guard when he attempted to refuse, with Strange also inferred that Freeze was selfish and did not own up to his actions.
Strange concluded the meeting by informing Freeze that he had delivered Nora to The Joker to be used as collateral to create a cure for his Titan blood poisoning, much to the former scientist's horror. Strange eventually handed Freeze and his various equipment over to The Penguin and his henchmen, as Strange had everything that he needed from Victor and planned to additionally remove Joker as an obstacle in his plans by destroying the only known path towards any potential cure for the Titan Disease.
Outnumbered and deprived of his suit and weapons, Freeze was easily overpowered by Penguin's Henchmen and was locked up within Cobblepot's sadistic Museum and base of operations in the Bowery.
However, Joker eventually proved to not be so easily outsmarted, and, through poisoning Batman's blood with his own, enticed the hero to locate Freeze in order to ultimately develop a cure to save them both, as well as thousands of infected citizens throughout Gotham, all who were similarly poisoned by the villain's contaminated blood, which he sent from Arkham City to hospitals all over the city over the weeks.

Batman recovered an inhibitor chip from Freeze's Suit and managed to disable the Freeze Gun. Freeze exacted revenge on Penguin for his earlier treatment by stepping on his broken hand with his foot, only easing up when Batman told him to stop, and proceeded to lock Penguin inside Bruce Wayne's Exhibit after he made a subtle threat towards him.
Freeze informed Batman that the cure was incomplete and that the only way to complete it was to find some kind of "restorative element" to stabilize its composition. Batman told Freeze that he knew a man named Ra's al Ghul , who had been exposed to a regenerative chemical for centuries.
Freeze told Batman to bring him a sample of Ra's blood in order to synthesize the cure. Freeze quickly produced two vials of the cure and locked one of them away in a wall safe. Batman ordered Freeze to give him the cure, but Freeze refused and crushed the vial.
